The object of research in the present article is civil regulation of the public relations developing between telecom operators and subscribers (users) concerning rendering telematic communication services and communication services on data transmission. The special attention in article is attended to questions of a correlation of the concepts "telematic communication services" and "communication services on data transmission", considering that these legal categories don't reveal in the legislation.
The method of research is built of studying the theoretical and legislative provisions in the systems that very important when an era of Global Information Society is approached.
The main contribution of the author to the studied subject is detection of the general regularities and differences concerning such phenomena as «telematics communication services» and « communication services on data transmission» and also offered for inclusion in the legislation some definitions of such concepts as «telematics communication services», «telematics electronic message», «сommunication services on data transmission», «data transmission networks», «point of collective access», that will promote in general forming of more harmonized and progressive telecommunication legislation and the fastest creation of information community.
