The concept of cluster development of the territories which is most mobilizing local resources for the organization of social and economic activities of the entities which are built in regional society taking into account local features is proved in article. Competitive advantage of cluster approach – innovation is emphasized that provides high degree of adaptability to conditions of an industry management structure with economy and to conditions of post-industrial society.
