The structural imbalance of training research personnel for innovation economy needs

The article reveals the structural imbalance-competence training of research staff and the basic reasons for its occurrence. The high correlation between the effectiveness of scientific research personnel potential and the development of innovative economy was proved. The conclusion about the effectiveness of public administration in the preparation of quantitative and qualitative component of the research staff capacity was made.
