Analysis of the status of information legislation and methodology to improve it

The authors formulate the definition of a critical mass of legislation. The detail analysis of the current situation in the sphere of information relations in the Kyrgyz Republic, identified key issues, which do not allow to fully develop this branch of law. Systematized national legal documents regulating public relations, arising in connection with the use of information. The analytical work has led to the conclusion that in Kyrgyzstan accumulated a critical mass of information legislation that determines the emergence of problems in law enforcement. The author proposes to eliminate the existing problems through the application of systematization of the current legislation. Separately raised the question of determining the measure of criticality of information legislation by identifying the level of criticality. Based on the research formulated the conceptual insights.
