The article considers the "municipal filter" as a procedure for collecting signatures in support of the nomination of a candidate for elections of the highest official of a constituent entity of the Russian Federation from deputies of the municipal level. This mechanism is widely used in the world and at the same time a lot of the question is raised by the participants of political processes in the Russian Federation. The article contains some arguments about the influence of the municipal filter on the competitiveness and openness of the elections. Examples of election campaigns taking place in the subjects of the Russian Federation with the participation of an "administrative resource" and the application of municipal filter mechanisms are given. Any candidate may encounter such difficulties in completing this procedure. Judicial practice of the Constitutional Court of the Russian Federation on challenging the legality of the municipal filter is given. The mechanisms most frequently used for the abuse of the right to vote by candidates are summarized. An expert opinion is given on the further development and transformation of the procedure for registering a candidate and passing a municipal filter within the framework of the development of electoral legislation. Further recommendations were proposed to amend the current legislation to improve and increase the degree of confidence in electoral processes and their compliance with the principles of democracy.
