Effectiveness of the rule of law - the basis for the functioning of the legislature

In this article, the author examines the effectiveness of legislation and the law-making process from the point of view of strengthening the legal responsibility, the author argues that toughening of responsibilities (administrative, criminal, disciplinary) is not a promising way to improve the effectiveness of legislation, only legal education, the abolition of legal nihilism will allow to form in the public consciousness understanding the need to follow the letter and spirit of the law.
