The article deals with the evolution of the concept of the Russian Arctic and its legal status, the marine and continental components in the space-time dimension. We can talk about the existence of several figurative meanings of the Arctic, each of which projected a different combination of latitudinal and meridional development. Until the early 1990s, a balanced development in the meridional and latitudinal direction took place, when the northern (Arctic) industrial complexes were built on the support of the potential of more southern regions. The result was the access to the coast of the Arctic Ocean in several meridional points with further latitudinal development in the context of the Northern Sea Route (NSR). Since the early 90s of the 20th century, the NSR was increasingly understood as an exceptionally latitudinal system of international cooperation in the development and use of the Arctic Ocean, including its transit component. Legal uncertainty and geopolitical instability of the borders of the region dictate the necessity, priority, speed and scale of development of its oil and gas resources. It is necessary to intensify the development of continental arctic areas, making maximum use of domestic technologies, production facilities and infrastructure. It is necessary to intensify the development of the continental Arctic areas, making maximum use of domestic technologies, production facilities and infrastructure, strengthening the subarctic oil and gas complex quantitatively and qualitatively, increasing activity on the Arctic shelf, restoring the balance between the meridional and latitudinal development of the Russian Arctic.
