The comparative analysis of contract systems in the Russian Federation and foreign countries

the comparative analysis of practice of government procurement in the Russian Federation, the USA And Germany in the directions is carried out in this article: history of formation of contract system, standard legal regulation of purchases, basic principles of their implementation, participants and subjects responsible for placement of purchases and also control system of government procurement. Besides, distinctive features of functioning of contract systems, the directions of development in which the states move are defined. By results of the analysis the ideas of the foreign states which can be used in the Russian practice of government procurement are offered in this article.
