In the course of the research of the problem of sustainable development of the subjects of the agrarian sector of the economy of the Leningrad Region as a basis for the formation of the food market, it was established that its further modernization is possible only based on a more harmonious interaction of sectoral and territorial potentials. In developing market conditions, the production potential of industries and regions in general, should contribute to the formation of competitiveness of entities that provide the necessary level of economic security, food security of the territories through the satisfaction of consumer demand. That is, to effectively regulate the territorial and sectoral complexes, it is necessary to approach the issue more broadly, focusing on increasing the level of influence of factors that ensure the protection of market positions of economic entities. In this regard, it is more correct to consider in the structure, regulated and regulating management systems not only production, but also investment and competitive potentials, as components of a single whole.
The results of the research show that the use of the methods of structural assessment and forecast scenarios in the system of strategic management of territorial-sectoral formations makes it possible to implement a comprehensive approach using both quantitative and qualitative (for example, socio-psychological) variables. Evaluation of scenarios on the prospects of the agricultural sector allows you to determine priority strategies based on the state of the potential of a particular territory (MO) and develop tactics for their implementation.
