in the context of globalization of the economic space and integration of the Russian Federation at the present stage of historical development, one of the effective tools of economic regulation at the state level is the contract system in the field of procurement of goods, services for state and municipal needs. At its core, such a system is a legal form of public administration in the new basic economic relations. Despite all its advantages, the legislation on the contract system in the field of procurement is characterized by its instability and is constantly undergoing changes aimed at improving the legal regulation of relations in the field of procurement for state and municipal needs. Under these conditions, there is a need to analyze the history of the formation of the contract system in the Russian Federation in the field of procurement for state and municipal needs, which will reveal the essence of the phenomenon under study in the dynamics of its historical development, to properly diagnose the legal problems existing at the present time, and to determine.
