Course of development of rational environmental management for effective phase-out of imports

The article deals with studying of the processes of rational environmental management regarding the creation of effective mechanism of phase-out of imports. The topicality of issue under the study is also explained by the fact that in the modern science there is emphasized either the issue of revealing of the content of rational environmental management as the principle of environmental law, or the scientific studies deal only with the revealing of individual processes of this complex social phenomenon. On the basis of literature analysis the author has defined the clue definitions of the research topic, the essential interrelation between the increase of the level of natural resources potential and the quality of the phase-out of imports system in the conditions of modern economic and political situation in the state. It is stated, that the issue of provision of the rational natural resources management traditionally belong to the main scientific tasks of environmental law. Its topicality has gained the new sense in the conditions of integration of RF into WTO. Moreover, it is specified in the work that the rational environmental management is the subject of research of various branches of science, which, from the one side, enrich the understanding of the essence of the concept under the study, and from the other side in contrary makes it difficult to give its certain legal definition and, as a result, the further regulatory imprinting. Within this context there are also specified the regulatory basis of environmental management by citizens of Russia; there was made a survey of the current state of foreign trade turnover, was defined and substantiated the problems of formation of the effective mechanism of rational environmental management complex improvement as the element of the effective phase-out of imports system.
