Form and content of agreements on international cooperation of the subjects of the Russian Federation: on the materials of the republic of Tyva

Federal legislation creates a broad platform for expanding international cooperation between the constituent entities of the Russian Federation. The specificity of international relations of the Republic of Tuva as one of the subjects of the Russian Federation, due to objective factors, is the activation of cross-border cooperation with neighboring Mongolia. The article analyzes the forms and content of cooperation agreements concluded between the Republic of Tuva of the Russian Federation and Mongolia. The existing interim results of the implementation of these agreements demonstrate the inertia of the Tuvan-Mongolian cooperation, which is one of the reasons for the low efficiency of the implementation of the bilateral and multilateral agreements. On the basis of the obtained results, proposals have been developed to expand and improve the quality of international cooperation of the Republic of Tuva: promising areas are cultural and humanitarian cooperation, the factors of generation can be the development of transport infrastructure, support for historical ties between the population of border areas.
