Cluster approach to modernization of education: domestic and foreign experience

The purpose of the article is to consider the problem of modernizing the education system in Russia from the cluster approach point of view and the foreign countries experience. In substantiating the theoretical principles and conclusions of the study, general scientific and special methodological approaches were used: a systematic approach, methods of expert and logical analysis. When solving individual problems, cluster analysis was used, as well as statistical data analysis methods. The empirical information base is represented by statistical data from the European Cluster Observatory and the Ministry of Labor of the Russian Federation. The ambiguous attitude to the problem of creating economic clusters that exist today in the scientific community of Russia, and requires a deep study of scientific approaches to this economic phenomenon in foreign countries in the framework of a new concept of competitiveness, considering the possibility of creating qualitatively new integrated structures in the field of education aimed at implementing innovative investment component of economic policy and the practical integration of the education system in cluster programs. Despite the fact that cluster policy has been carried out with respect to the leading sectors of the Russian economy for a long time, in the sphere of education, the clustering processes have not been practically identified. Moreover, the author, based on an analysis of the foreign experience of developed and developing countries, comes to the conclusion that it is the cluster approach to the economic management of the education sector that makes it possible to increase the level of competitiveness of Russian educational institutions, and also helps to form new clusters of economic development on their basis.
