The article deals with the problem of the development and formation of human rights. It tracks the origin of the term itself and the change of its meaning in the process of the historical formation of societies. The study also reflects the approaches of various scientists to the nature of human rights. The main factors affecting their current state are analyzed. An overview of the main generations of human rights is given. On the basis of their research the perspectives of this institution are valued. The authors attempted to trace the relationship between democracy and human rights and to identify the main difficulties in the implementation of the chosen category of rights.
