Analysis of criteria for the development of the business process of planning the purchasing system on the example of JSC "RR"

At the moment, the process approach is increasingly being used in organizing the activities of various enterprises. The process approach is based on a combination of continuous improvement and reengineering. This determines the relevance of the problem of choosing the optimal business processes for the most effective development of a particular organization to improve its efficiency. The choice of business processes must be carried out taking into account the organization's strategies, assessments, indicators of these business processes, key success factors. To accomplish this task, it is proposed to use specialized priority criteria. These include the importance, problematicity, cost, the possibility of implementing a particular business process. In accordance with current trends, the authors in this paper present the results of the analysis of the criteria for the development of the business process of planning the procurement system at transport and transportation enterprises: JSC Russian Railways, JSC TsPPK, LLC Aeroexpress using a vague classification model that takes into account opinions experts. The use of a model of this type provides an opportunity to give the most accurate assessment of some important criteria that affect the development of a business process. Based on the results of the study by the method of a vague classification model, taking into account the opinions of experts, the most accurate assessment of the criteria for the business process of planning the procurement system in organizations was obtained and the most effective management solution for its improvement was selected. The proposed solution is of practical importance for the effective building of business processes at various enterprises, not only in the field of transport and transportation, but also in others, including completely private business structures. It was found that the maximum value of the membership function was obtained with a managerial decision, which implies the need for change management. The solution corresponds to the rating, which means the excellent quality of the set of documents, provided that the system element is implemented - change management.
