State policy of Russia in the field of economic diplomacy

The article reveals the state policy of the Russian Federation in the field of economic diplomacy. The main task of economic diplomacy is the joint influence of state institutions, public and business organizations on the world market to protect and achieve the goals for the development of the national economy of the country. Among the documents of the Russian Federation regulating economic diplomacy in particular and the foreign economic policy of the state in general, the author singled out the "Foreign Economic Strategy of the Russian Federation until 2020" as an object of comparison of planned activities in this area and their actual characteristics. Based on the author's analysis of trends in the development of economic diplomacy in 2008-2019, the weak and strong sides of the current situation and the results of decisions taken were identified, as well as recommendations for solving systemic problems of public administration in this area. Thus, the main trends in economic diplomacy can be divided into "pre-sanctions" and "post-sanctions": until 2014, the values of macroeconomic indicators were growing, and international relations were improving; after 2014, there was a need to develop new partnership areas, the emphasis was placed on China, and this decision is evaluated positively. The current situation in the field of economic diplomacy is in the stage of reform, since the orientation of foreign economic policy on the development and export of high technologies chosen in the Strategy does not coincide with the current raw material orientation of the economy. For the transition to innovative exports, it is necessary to direct oil and gas revenues to the realization of the scientific potential of Russia. Strategic foreign policy documents of the Russian Federation are also not reflected in the current realities of the world economy and are subject to adjustment, as well as changes in the methods of compilation. Establishing a dialogue between business and the state through the legislative emergence of lobbying in Russia is also necessary for effective reform of the system of economic diplomacy. At the same time, the main condition for the development of economic diplomacy is to support the internal market of the economy and all spheres of life of citizens.
