The article identifies a number of problems associated with the lack of growth and development of small and medium-sized construction enterprises and identifies directions for their solution; the theoretical foundations of the creation and development of entrepreneurial networks of small and medium-sized construction businesses; formulated the main aspects of the practical implementation of the program for the creation and development of the SS SMCSP with the aim of promoting the development of industrial, organizational and financial cooperation within the SS, which will increase the stability and efficiency of their work.
