This article analyzes the sources of filling the federal budget in the Russian Federation and considers the forecast values of its revenues and expenditures in 2016 - 2021. It is concluded that minimizing the federal budget deficit by reducing its expenditures and accumulating reserves in the National Wealth Fund at the expense of additional oil and gas revenues is a priority task of the government. The data of the Federal Treasury on the consolidated budget in 2020 are analyzed and it is concluded that its main donors are Russian citizens, and not at all oil and gas corporations, whose taxes on oil and gas occupy only the 3rd place in the total volume of consolidated budget revenues, contrary to the commonplace perceptions and assertions of over-zealous officials. Such conclusions are the basis for a renegotiation of the social contract in favour of a tougher demand on the state, represented by its officials, for its obligations to the country's citizens.
