The article discusses the role and importance of state institutions in the promotion of large investment projects in the formation of a cluster as a factor in ensuring economic security at the macro and meso levels. An economic toolkit is proposed to increase the efficiency of the formation and development of an industrial cluster in the region, which is based on two components; economic and organizational. On the basis of the author's approach, the possibility of inflow of investments into the industry and innovative opportunities in the structural sub-sectors of the forestry sector of the economy are assessed. As a result, the use of the cluster approach leads to the creation of new jobs and competitiveness based on innovative development, and the choice of alternative sources-substitutes for commercial wood.
