The purpose of writing the article is to determine the progress of the reform of the federal law for the development of the country's economy. This study uses a systematic analysis of regional economic development factors and their impact on regional development as a socio-economic system and a method of economic integration to improve the effectiveness of regional policies and administrative decisions. The developed method for assessing the state and strength of the development of the regional social and economic system is another tool for a detailed analysis of unresolved issues of regional development of the Russian Federation. It is determined that the socio-economic policy and the strategic, economic and management practices it implements have a significant impact on the development of the region. In this context, it is important to consider not only the level of efficiency when using existing materials, but also how much and how their defects are corrected. The presence or absence of an effective cooperative in the economic development of the region can reduce or increase the obstacles to development.
