External debt management is an external function of the state

The article analyzes the attitude of the Russian Federation to debt obligations, the policy of the Russian federal state in its geopolitical development in connection with foreign debts. The results of the study showed that strategic decisions in the 2000s on public debt management strengthened the country's security and were a means of global integration, while the foreign policy course of the 90s in connection with the debt burden became a threat to the independence of the state. For this reason, the author recommends that the state debt be formed exclusively in connection with extraordinary expenses. In view of this, the author suggests a promising direction for improving the management of external debt through regulatory regulation.
