Analysis and improvement of certification of state civil employees

The article discusses the organization of the certification procedure on the example of the Administration of the Kursk region. Certification is a process of systematic analysis of the compliance of the skills and abilities of a particular civil servant with the criteria for performing this work in a particular position, carried out using special certification methods. This is a complex of checking the level of personal and business qualities of a civil servant. At present, the improvement of the state civil service is impossible without improving the efficiency of personnel management of the state body. Certification of civil servants is an integral element of the personnel management process, with the help of which it is possible to significantly improve the performance of professional activities. Each specialist working in the organization is considered as a significant resource for the organization. In order to effectively ensure the availability of a highly qualified pool of public civil servants, a clear understanding of the potential of each individual employee is necessary. It is especially important for the company to retain the most qualified employees. The paper presents the criteria for evaluating civil servants and develops recommendations for improving certification in the Administration of the Kursk region. The main conclusion of the work is that certification is one of the most important functions of personnel management. Without this procedure, it is impossible to effectively carry out other functions of personnel policy, such as planning of civil servants, selection, adaptation, motivation, development, stimulation, movement in the personnel hierarchy, team building.
