Administrative and legal mechanism for ensuring special migration status “controlled stay”.

Based on an analysis of regulations, the practice of law enforcement agencies, official statistics in the migration sphere, the author notes that practice shows that there are a number of negative manifestations among migrants. The concept of an "army of guest workers," and there are more than 6 million of them in Russia, according to official data from the Russian Ministry of Internal Affairs, poses a serious threat to Russia's national security. With this approach, according to the author, it is appropriate to talk about "migration security" as a threat to the national security of the Russian Federation. The migration crisis has long been ripe, while the author expresses some conclusions on the modernization of immigration policy, taking into account the modern geopolitical situation. In addition to organizational and practical measures, according to the author, the administrative and legal mechanism for ensuring a special migration status "controlled stay" should be improved. Legislative establishment of additional measures of administrative and legal influence will contribute to improving the effectiveness of the migration security mechanism.
