LEGAL STATUS OF THE LIQUIDATOR OF A REGIONAL BRANCH OF A POLITICAL PARTY IN THE RUSSIAN PARTY SYSTEM

In the article, the author examines the differences in the legal status of the chairman of the regional branch of a political party from the legal status of the liquidator of the regional branch of a political party. Such aspects of the liquidation of the regional branch of a political party as the submission of mandatory reporting, nomination of candidates, features of the liquidator's powers and limitations of his legal capacity in comparison with the chairman of the regional branch of a political party are considered. The author comes to the conclusion that restrictions on the order in which the powers of governing bodies arise through the election of members of the regional branch is an established legal stereotype and is not an imperative requirement of the Federal Law "On Political Parties". The author examines the model of party activity under the control of a liquidator appointed from the federal political headquarters and comes to the conclusion that the entire party system of the Russian Federation may undergo significant changes towards a strong centralization of management structures and strengthening the positions of the professional party bureaucracy.
