The article examines the historical experience of combating drunkenness and popular inebriation on the territory of the Russian Empire, in particular, the main aspects of the regulatory regulation of the alcoholic beverages market are presented. The main milestones of the evolution of state policy in the field of protection of a sober lifestyle, the implementation of the drinking reform and its main results are shown. During the period of the wine monopoly, the state took serious steps to prevent drunkenness and protect the population from uncontrolled consumption of alcohol. The relevance of the research topic is due to the need to improve the regulatory framework aimed at combating drunkenness and its prevention in modern Russia.
