The article examines the right consciousness and legal culture as a special form of social consciousness. It is shown that the main criterion of the legal culture of both society as a whole and its individual subjects is their perception of law as the highest value of social life, the desire to base their actions, the realization of interests only on law. Therefore, the formation of legal consciousness is a process that promotes the evolution of public consciousness to a new level of collective intelligence.
