COLLECTING SIGNATURES OF VOTERS IN SUPPORT OF THE NOMINATION OF CANDIDATES IN THE PROCESS OF ELECTION CAMPAIGNS IN THE RUSSIAN FEDERATION AND THE ACTIONS OF PERSONS COLLECTING SIGNATURES: HISTORICAL ASPECT AND CURRENT STATE

The article discusses problematic issues related to the lack of the status of a signature collector in Russian legislation. The stages of the development of electoral legislation related to the emergence of the concepts of "signature collection", "electoral pledge", "municipal filter", "results of previous elections" are analyzed. The issues related to the verification of signature lists and the invalidity of signatures, the collection of signatures in electronic form are considered. Proposals have been made to consolidate the concept of "signature collector" in legislation and expand the ratio of electronic and paper signatures.
