Industrial clusters play an important role in Russia's economic development, contributing to innovation, job creation and improving the competitiveness of the national economy. Nevertheless, the effectiveness of their functioning largely depends on the quality of regulatory regulation. The article examines the legal regulation of industrial clusters in Russia with an emphasis on the basic element - the definition of an industrial cluster. The shortcomings of the regulatory and legal regulation of industrial clusters in Russia have been identified. The ways of its improvement are proposed, including the definition of an industrial cluster that takes into account current trends (the development of virtual and international clusters), the breadth of industries for subjects belonging to an industrial cluster (education, research, etc.), as well as the mutually beneficial nature of cooperation (social and economic) as one of the main goals of forming any cluster. Thus, in Russian legislation, an industrial cluster is proposed to be understood as a set of subjects of activity in the field of industry and related industries, united on the basis of functional dependence for the purpose of mutually beneficial economic or social cooperation. In addition, the directions of solving problems in the field of regulatory regulation of the use of state support measures by clusters, relationships between cluster participants, as well as methods for assessing the effectiveness of clusters and the impact on the economy of the region of presence are proposed.
