DIFFICULTIES OF DIGITAL DEVELOPMENT OF THE HIGHER EDUCATION SYSTEM AT THE REGIONAL LEVEL

The article discusses the problems of digitalization of the higher education system at the regional level. The author analyzes the difficulties that universities face when introducing new technologies and suggests possible ways to solve these problems. The article also provides an analysis of regulations governing the implementation of projects for the digital development of universities.
