The article is devoted to the analysis of the specifics of the formation of a strategy for the development of bakery enterprises in modern conditions. The authors show that in the context of modern socio-economic challenges, an enterprise strategy should be an element of a systemic strategic whole, which includes an industry and regional strategy. With this interconnection, it becomes possible to give strategic planning the status of an effective institutional factor that ensures the effectiveness of the functioning of a bakery enterprise in the context of new institutional trends: digitalization, sanctions and the consequences of the pandemic. The use of non-classical methodology allows the authors to emphasize the crucial role of new institutional conditions in shaping the development strategy of a bakery enterprise.
