THE EXPERIENCE OF FORMING AGRO-INDUSTRIAL CLUSTERS ON THE EXAMPLE OF KAZAKHSTAN

The article presents the stages, prerequisites and features of the formation of agro-industrial clusters on the example of Kazakhstan, the advantages of their formation for enterprises and the country's economy. The problems of the formation of agro-industrial clusters in Kazakhstan are identified and ways to solve them are proposed. The following features of the formation of agro-industrial clusters in Kazakhstan were identified: the opportunity to develop various areas of agriculture due to diverse natural and climatic conditions and large areas of agricultural land in the country; large export potential with access to the market of China and Asian countries; insufficiently developed infrastructure in some regions, research base and interaction between science and business, as well as the processes of introducing modern technologies and innovations, which requires significant investments; the predominance of small farms and an insufficient level of organizational culture in business relations, which is an obstacle towards cooperation and partnership in clusters; active state support for the development of agro-industrial clusters and attracting investments through public policy. The article identifies the advantages of the formation of agro-industrial clusters for enterprises and the economy of Kazakhstan, three main problems of the formation of agro-industrial clusters in Kazakhstan (insufficient development of transport and logistics infrastructure, limited opportunities to attract investment and lending, lack of qualified specialists in the field of agriculture and processing), and suggests ways to solve the identified problems.
