The article examines the transport complex as a link between the economy and infrastructure of the state. Approaches in the legal doctrine to the concept of «transport» and understanding of types of transport are considered. Based on the legal meaning of transportation and carriage of goods, the differences between the transportation of goods and their carriage are highlighted. The essence of cargo transportation is studied and its author's definition is proposed.
