The article is devoted to the problems of migration of human capital, in particular highly qualified personnel, as well as the forms and reasons of this migration. In addition, the consequences of migration of highly intellectual resources from different countries are considered. Such migration leads to global asymmetry of human capital in the world economy. Global competitiveness for the intellectual factor of production is becoming increasingly evident. In this regard, the problem of regulating migration and retaining personnel is becoming increasingly significant.
