The article presents the concept and essence of a cluster, noting that the national characteristics of cluster policy depend on the differences in cluster structure and the role of the state in cluster development. Using the example of Asian countries such as India, Singapore, China and South Korea, the specifics of cluster policy implementation were considered and their common features were identified. Cluster policy in Asian countries such as India, Singapore, China and South Korea has a number of specific features related to the economic and socio-cultural contexts of each country. The study showed that each of these countries has adapted its cluster policy in accordance with its own economic goals and international competitive position, which allows them to effectively develop and support key sectors of the economy. At the same time, active government support was revealed in all countries in terms of developing the infrastructure of clusters, attracting private investors, and developing export-oriented clusters. The Asian cluster development model shows great efficiency, as it combines cluster management from above (at the state level) and from below (at the level of enterprises, regions or industries).
