LEGAL CONCEPTS OF PARTICIPATION OF CIVIL SOCIETY INSTITUTIONSIN THE NATIONAL SECURITY SYSTEM OF MODERN RUSSIA

An analysis of the legal regulation of ensuring the security of modern Russia clearly convinces that the legislative framework in the area under study does not meet the realities of today, and therefore serious work is required to improve legislation in the context of amendments to the Constitution of the Russian Federation in 2020, which spell out the fundamental democratic postulates of the development of Russian statehood, including in the field of ensuring national security. The institutions of civil society, the legal status of which was spelled out in Art. 114 of the Constitution of the Russian Federation. Speaking about the institutional sovereignty of Russian civil society, it is necessary first of all to turn to the issues of value consolidation of this phenomenon, which is precisely their foundation and integrates into a single systemic education. In the National Security Strategy of the Russian Federation in 2021, although timid, but at the same time purposeful steps are being taken to statue civil society institutions as subjects of the national security system. As an argument for these conclusions, the author refers to the Strategy for Countering Extremism in the Russian Federation in 2024, which spells out specific areas of participation of civil society institutions as security actors in the implementation of state policy in the field of countering extremism as a real threat to national security.
