This article presents the development of the juvenile employment system in Russia, which took place from the early 1990s to the mid-2000s. The authors note that since the collapse of the USSR, the development of employment for adolescents aged 14 to 18 has been practically from scratch and was initially positioned as a means of correcting and preventing deviant behavior. It was found that in the 1990s and first half of the 2000s, when the Russian Government implemented measures to develop juvenile labor, the main emphasis was placed on the introduction of legal acts regulating the work of adolescents aged 14–17, the basic rules and requirements for their employment, and state guarantees for working minors. Furthermore, during this period, the first state programs aimed at organizing the employment of adolescents aged 14 to 18 were implemented in Russia. This work also presents state programs, regulatory legal acts, as well as various projects and events from the early 1990s to the first half of the 2000s, aimed at regulating and developing the employment of minors.
