The article discusses the concept of implementing open innovative platforms in urban management using the example of the «Smart City» platform. In modern conditions, there is an evolution from traditional open data platforms to platforms of active citizen engagement, reflecting a shift in focus in managing urban processes. Such platforms facilitate the integration of innovations from external participants and ensure interactive interaction between urban structures and residents. Special attention is paid to the role of citizen participation in the processes of digitization and improvement of urban services. Examples of successful initiatives in Russian cities, such as «Active Citizen» and «Our City» in Moscow, are provided. The importance of standards and indexes developed at the national level for evaluating the effectiveness of digital solutions in urban management is noted. In conclusion, the importance of synergy between technologies and citizens in creating an adaptive and self-regulating urban environment is emphasized.
