STATE REGULATION OF VETERINARY AND SANITARY STANDARDS IN THE CONTEXT OF PREVENTING ENVIRONMENTAL THREATS

the article examines the issues of state regulation of veterinary and sanitary standards in the context of preventing environmental threats in the agro-industrial complex of the Russian Federation. The analysis of the regulatory framework was carried out, the effectiveness of supervisory activities was assessed, and key environmental risks associated with violations of veterinary and sanitary requirements during animal husbandry and biological waste management were identified. A significant share of violations leads to water pollution, soil degradation, and an increase in microbiological threats. A comparative analysis of foreign approaches to veterinary and sanitary control revealed effective tools used in the EU, the USA, and China. The article proposes measures to improve the state regulatory system, including the development of comprehensive legislation on biological waste management, the creation of a unified digital monitoring platform, and the introduction of an economic incentive system for farms that comply with high sanitary and environmental standards. The implementation of these measures will enhance the effectiveness of state regulation, reduce environmental threats, and ensure sustainable development of agricultural areas.
