A TO-BE MODEL FOR ADMINISTRATIVE DOCUMENT APPROVAL PROCESS IN AN EDUCATIONAL ORGANIZATION

The paper presents the results of designing a TO-BE model for an administrative document approval process (memos/requests) in an educational organization. The design is based on AS-IS analysis and identified bottlenecks such as parallel approval channels, lack of unified statuses and return reasons, unclear responsibilities, and deadline risks. The TO-BE model is developed in BPMN using Bizagi Modeler and incorporates standardized input forms, formal routing rules, a unified status registry, SLA and notification mechanisms, audit logging, and information security requirements. A set of target KPIs is proposed to assess the expected impact, including approval lead time reduction, decreased return and overdue rates, and improved observability and traceability of management decisions. The results can serve as a methodological and project basis for implementing practice-oriented information technologies for managing organizational systems in a general education organization.
