We discussed the issues of adaptive management in decision support systems. We explored the problem of the use of crowdsourcing to the situation center with the cooperation of professional experts and communities socially active citizens. We offered the technology of early detection of changes of socio-economic and political conditions in the process of discussing possible solutions on the issues of public administration. We used the methods of analysis of emissions, semantic analysis and collaborative filtering.
