The will of the people in the mechanism of decision in the Russian Federation new territories

Basic condition of acceptance to the Russian Federation's sovereign territory, as well as the formation of the new subject of the Federation is the will of the people of this territory, which triggers the adoption in the Russian Federation. Today the territory, whose population may wish to join the Russian Federation, as a rule, will be the territory of a foreign state. A right to external self-determination and the protection of the territorial integrity form the legal antinomy. Recognized agreeing to these principles at the international legal level can not be achieved. Right to self-determination is understood primarily not as a right to secession, as the right to a different kind of autonomy. The most promising direction of research in this direction is the recognition of the basis of the right to external self-determination of systemic discrimination of minorities in important fields of activity, gross violations of human rights and lack of prospects of resolving the conflict with the Central government. So the right to external self-determination is the last remedy i.e. use "secession legal protection" and is being implemented through a national will.
