The problems of lawmaking in a federal state

this article investigates the problem of lawmaking, characteristic of Russia as a Federative state, and the possible solutions. In particular, it is noted that there remains an imbalance in the distribution of the legislative powers of Federation and subjects of Federation, the problem of elections of the form of legislative acts in subjects of Federation (in particular, the author highlights the inconsistency of choice on the regional level form of code adoption of legislative acts). There is a problem of quality of legislative activity of subjects of Federation and the necessity of hardening not only of the vertical relations in a Federal state, but horizontal, within which it is necessary to intensify legal cooperation between different subjects of the Russian Federation, including within Federal districts.
