The article analyzes the problem of negotiation as a form of collective problem resolution in the implementation of the practices of initiative budgeting. Negotiations are considered as a specific kind of communicative activity that leads to the smoothing of disputes and disagreements among the population. The analysis of negotiation strategies and approaches is presented, depending on the individual psychological characteristics of the participants ' personality, as well as the main stages of negotiations. The features of the manipulative behavior of the individual, the expected reactions of the opponent and the methods of protection in the negotiation process are described. Initiative budgeting is considered as a form of public participation and support for residents ' initiatives in solving local issues.
