The socio-cultural basis of the modern system of personnel training for public administration of the people’s Republic of China

In old China, two main systems of managerial education have historically developed: a recommendation and control system and a multi-level system of vocational education, one way or another involving the selection of applicants for public service, their training, certification and appointment. This historical experience, which is consciously or unconsciously used in the modern system of personnel training for public administration of the People's Republic of China, requires critical reflection and study. The article analyzes the historical features and socio-cultural prerequisites of the existing system of personnel training for public administration in China and concludes that it is based on a solid socio-cultural foundation and is aimed at the digital future of Chinese society.
