THE VALUE-NORMATIVE CIVILIZATIONAL BASIS OF THE STATE CULTURAL POLICY

Examining the value-normative civilizational foundations of the state cultural policy, the authors are based on the fact that such a policy is formed in the context of values, norms, historical and civilizational identity underlying culture. Culture is a complex multi-layered phenomenon in which the special and general historical destinies of a particular people are intertwined. This allows us to interpret culture as an ascending stage in the development of civilization, as a special unique regulator of social relations, and as a special world of material and spiritual values. The above prompts the authors to turn to the analysis of the concept of "values", their nature, classification and patterns of functioning, consideration of the specifics of the value-normative civilizational approach as the basis of cultural policy. The Russian civilizational identity is based on traditional Russian spiritual and moral values, the reproduction of which should be ensured by the state cultural policy
