The article considers the cultural policy as a systematic, structured, normative and formalized activity carried out by the public authorities of the Russian Federation and public institutions aimed at supporting, preserving and developing the cultural sector, all kinds of creative activities of the citizens of Russia and the formation of personality on the basis of the inherent in the Russian society system of values. The author refers to the first in our country textbook «Basics of State Cultural Policy», which published by the St. Petersburg University of Culture. In the review the author shows that the concept of the textbook is based on the political science approach and methods of political science, due to which it focuses on issues such as the State and culture, the State as a subject of cultural policy, public authorities in the field of culture, models of cultural policy, etc. The author concludes that the creation of the textbook is the result of a considerable efforts of the author's team and the discussion of certain topics and problems of the cultural policy has been widely and deeply tested in different articles published in academic magazines of St. Petersburg universities.
