PROACTIVE BUDGETING AS AN INSTITUTION FOR THE FORMATION OF PERSONAL CIVIC ENGAGEMENT IN A TRANSITIVE SOCIETY

The article presents the results of a theoretical and empirical study of the psychological characteristics of a person with different levels of civic engagement in the context of studying the psychology of proactive budgeting. The main purpose of the article is to analyze the psychological characteristics of a person with different levels of civic engagement. The authors considered the indicators of locus of control, initiative, reflexivity, self-esteem motive and indicators of realism, prosociality of respondents with different civic positions. As part of the study, the classification of youth by the level of civic engagement was carried out, which made it possible to identify groups with varying degrees of involvement in public life. As a result of the analysis of the data obtained, significant differences were revealed between the groups of respondents in a number of socio-psychological characteristics, in particular, the locus of control, initiative, reflexivity and the motive of self-esteem. Special attention is paid to the relationship between the level of civic engagement and youth initiative. The results of the study confirmed the existence of a significant correlation between the level of civic engagement and youth initiative, which indicates the importance of initiative for active participation in society. The study determined the existence of differences between groups in the formulation of civic initiatives in terms of realism and constructiveness. The research presented in the article focuses on the creation of a program of socio-psychological support for the process of forming citizens' civil initiatives.
