Mechanisms for making management decisions in Novokuznetsk-Stalinsk during the period first five-years plan

In the article, based on archival sources studied the mechanisms of decision-making in Novokuznetsk-Stalinsk during the first five-year plan. It considered the vision of the situation and typical ways of responding to the emerging problems of the leaders of the Party organizations of Stalinsk and the West Siberian Territory in the conditions of large-scale social, economic and demographic changes caused by the processes of accelerated industrialization and urbanization. The features of the development of the city during the First Five-Year Plan are described. Examples of decisions on housing and work supply are given. Particular attention is paid to identifying the causes of difficulties encountered by the leadership and the city's population. The conclusion is drawn that the decisions, in the prevailing circumstances, were opportunistic and ideological in nature, which is explained by the peculiarities of party cadres and the lack of resources for an adequate response to the challenges created by the accelerated modernization in the USSR.
