Legislative policy of the Russian Empire against Muslims (the end of XVIII – beginning of XX centuries): evolution and regional specificity

The article is devoted to the study of the legislative policy of the Russian Empire in relation to the Muslim population in the late 18th and early 20th centuries. As a source of research, legislative and normative acts were used. The analysis showed that this policy was controversial. De-spite the positive impulse for the introduction of limited tolerance, it was inconsistent, regional in nature, aimed at strengthening the imperial order.
