The characteristics of the judicial system of the Russian Empire on the eve of the reform of 1864

The article discusses the features of the judicial system of the Russian Empire on the eve of the reform carried out in 1864. The author characterizes the instances that performed judicial functions only formally, the actions of officials were carried out chaotically, without clearly defined goals and thought-out tasks. The data on the number of outstanding criminal and civil cases by the courts of first instance on the example of provincial counties belonging to the territory of the modern Mordovian region in the pre-reform period are given.
